The Fifty State Initiative exists to train super-powered cadets for positions in the super-hero teams assigned to each state of the union. While their training has never been simple or easy, they now find themselves cast into the middle of a full-scale war when the nefarious alien race known as the Skrulls commences its attack on planet Earth.
As seen in the smash-hit series Secret Invasion, the Skrulls have used their shape-shifting abilities to infiltrate the Earth's superhuman community. One of these sleeper agents-- masquerading as Yellowjacket, a.k.a. Hank Pym-- has gone so far as to install himself at the highest level of the Initiative. In his time as chief administrator, the Skrull Hank Pym has placed an alien imposter on each of the fifty state super-hero teams; now that the invasion is under way, they're all making their moves.
Luckily, while one of their instructors may have been fake, the training the Initiative cadets have received is all real. Jump into the fray with War Machine, 3-D Man, Crusader, Ant-Man, and the infamous Skrull Kill Krew as what they've been training for comes to pass, and the Initiative stands up to save their world.
